appointing a member of the Management Board of the European Food Safety Authority representing environmental non-governmental organisations

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety (1), and in particular Article 25(1a), point (c), thereof,

Having regard to the list of candidates submitted to the Council by the European Commission by letter dated 18 November 2024,

Having regard to the views expressed by the European Parliament by letter dated 12 March 2025,

Whereas:

(1) It is vital to ensure the independence, high scientific standards, transparency and efficiency of the European Food Safety Authority (EFSA). It is also indispensable to ensure the cooperation of EFSA with Member States.

(2) Regulation (EC) No 178/2002 requires that the EFSA Management Board include four members and four alternate members with the right to vote as representatives of civil society and food chain interests, namely one member and one alternate member from consumer organisations, one member and one alternate member from environmental non-governmental organisations, one member and one alternate member from farmers organisations, and one member and one alternate member from industry organisations.

(3) The members and alternate members representing civil society and food chain interests are to be appointed by the Council in consultation with the European Parliament on the basis of a list drawn up by the Commission. Their term of office is to be four years and can be renewed only once.

(4) The Council, by means of its Decision of 2 June 2022 (2), appointed representatives of civil society and food chain interests as members and alternate members of the EFSA Management Board for the period from 1 July 2022 to 30 June 2026.

(5) By letter dated 12 July 2023, EFSA was informed that Mr Xavier GABARRELL DURANY, the member representing environmental non-governmental organisations, resigned.

(6) A new representative should therefore be appointed to serve as the member representing environmental non-governmental organisations for the remainder of the term of office.

(7) The candidate included in the list submitted by the Commission has been selected following a call for expression of interest on the basis of relevant experience and expertise in the field of food-chain law and policy, including risk assessment, as well as relevant expertise in the fields of managerial, administrative, financial and legal matters.

(8) The list submitted by the Commission has been examined, with a view to appointing the member of the EFSA Management Board representing environmental non-governmental organisations, on the basis of the documentation provided by the Commission and in light of the views expressed by the European Parliament. This appointment further secures the highest standard of competence and the broadest range of relevant experience and expertise available in the field of food chain law and policy, including risk assessment, whilst ensuring that there is relevant expertise in the fields of managerial, administrative, financial and legal matters within the EFSA Management Board,

HAS ADOPTED THIS DECISION:

Article 1

The following person is hereby appointed as member of the Management Board of the European Food Safety Authority until 30 June 2026:

Mr Martin DERMINE (environmental non-governmental organisations).

Article 2

This Decision shall enter into force on the date of its adoption.
