In the context of the Review Conference for the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons which may be deemed to be Excessively Injurious or to have Indiscriminate Effects, hereafter referred to as the '1980 Convention`, the Member States shall actively promote, in addition to the objectives referred to in Title II of Council Decision 95/170/CFSP of 12 May 1995 concerning the joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union on anti-personnel mines (1), the adoption of an additional protocol to the 1980 Convention concerning blinding lasers which satisfies the humanitarian concern to avoid unnecessary suffering without limiting the legitimate military use of lasers.
