Premessa

IL PRESIDENTE DELLA REPUBBLICA Visto l' art. 87, comma quinto, della Costituzione ; Vista la legge 28 ottobre 1970, n. 775 , che modifica la legge 18 marzo 1968, n. 249 , concernente delega al Governo per il riordinamento dell'Amministrazione dello Stato, per il decentramento delle funzioni e per il riassetto delle carriere e delle retribuzioni dei dipendenti statali; Visti i decreti del Presidente della Repubblica 28 dicembre 1970, nn. 1077 e 1079 ; Visto l' art. 34 della legge 8 giugno 1962, n. 604 , e successive modificazioni ed integrazioni; Udito il parere della Commissione parlamentare di cui all' art. 21 della legge 28 ottobre 1970, n. 775 ; Sentito il Consiglio dei Ministri; Sulla proposta del Presidente del Consiglio dei Ministri, di concerto con i Ministri per la riforma della pubblica amministrazione, per l'interno, per il tesoro e per il bilancio e la programmazione economica; Decreta:
