Section 1239, acts Jan. 17, 1933, ch. 11, § 9, 47 Stat. 768; Mar. 24, 1934, ch. 84, § 9, 48 Stat. 463, related to obligation of United States as to Philippine bonds and exemption of bonds from taxation.
